As its contribution to the improvement of our Criminal Justice System and as a source of fully trained and values-oriented young men and women for our police, correctional and security services, the University first began to offer the criminology course in 1967 under the School of Arts and Sciences.

Because of the increased enrolment, the School of Criminology was established as a separate department in 1976.  The school has maintained a strong faculty of active and retired police, correctional and security officers. All the deans of the school invariably have been former ranking law enforcement officials who have had extensive training abroad.

Its first dean, Lorenzo A. Sunico, a lawyer-chemist, was the Deputy Director for Technical Services of the NBI. He was followed by Constante U. Tavanlar, also a lawyer, who had been an NBI Head Agent, Superintendent of the NBI Academy, Chief of the NBI Identification Division, and Assistant NAPOLCOM Commissioner. The third dean, Juan D. Magdato, was an NBI Head agent and one of the pioneers in police education. Incumbent dean is lawyer Cleto B. Señoren who had retired from the government as an Assistant Secretary in the Department of Justice. He had been a Supervising NBI Agent, State Prosecutor, Probation Administrator, Acting Director of Corrections and Acting Chairman of the Board of Pardons and Parole. He is now also a member of the Board of Pardons and Parole representing the education sector.

In  a rare show of achievement, three of the school’s graduates obtained first place in the criminologist licensure examinations given by the Professional Regulation Commission in October, 1996, in March, 1997, and March, 1998.

GOALS & OBJECTIVES

In pursuance of the above-stated mission, the school plans and implements the integrated and sequential courses of study, utilizing didactic instruction, discussion, demonstration, laboratory practice, simulation, individual learning and on-the-job training, towards the attainment of the following objectives.

  1. To provide opportunity, instruction and guided experience by which students learn the basic knowledge and acquire the skills essential to the practice of Criminology.
  2. To provide the students with a broad cultural background and an understanding of Constitutional guarantees and due process requirements of law, in so far as they affect the total administration of justice.
  3. To foster higher concepts of citizenry, accountability and leadership, and an understanding of one's moral and legal responsibility to his fellowmen, his community and his country.
  4. To inspire and instill in the students the value of service to humanity.
  5. To encourage research and inquiry along the field of Criminology and Criminal Justice.
